Are you sure they are the Attenuation values ?

To have a Downstream Attenuation of ~6 would put you within half a km of the exchange and would give you a lot better speed than you are getting without any tweaking.

They look more like my SNRM values on a decent day - in your opening post you say your Attenuation is 59.
