How do you assign a guest wifi to QoS?
You can use different methods.
The simplest way is to have all known devices a fixed IP, so that all unknown devices (which will be guests normally) will have an IP assigned in the range you decided for DHCP (for example, 192.168.1.100-192.168.1.199). After that, you assign all IPs in this range a limited bandwidth.

It should be under 'Configuration >> LAN >> Static IP Lease List' found under DNS servers

I expect Billion is going to produce a new firmware in no time to correct this.

We are still investigating, right now, the issue is only with QOS upstream set to limited, on both wireless/lan
If set to PPPOA downstream QOS is working on wireless/lan, upstream set to limited is not working
If to set to PPPOE QOS is working upstream and downstream wireless/lan when set to limited.
Once we finish debugging I will drop a update here
