No access to Routers setup page

No access to Routers setup page used 192.168.1.254 and 192.168.254:80/
have the quick start guide and the CD ROM full manual.
Wlan-ap shows up in task-bar with yellow dot , network and sharing center will not id the modem "BGSION-CNC"
entering 192.168.1.254 and adding:80/ the setup page will not show now in the 3 hours i switched between IE and Firefox disabled anti virus firewall then switching back to Netopia Router no probs setup shows up straight away.
did this also.Tried on 3 Windows 7 machines both 64 and 32bit.
Set browser to 192.168.1.100
1. Power the router off.
2. Hold the "Reset Button”.
3. Power on the router. Then Router's IP will reset to Emergency IP
address (Say 192.168.1.254)
4. Download the firmware.
no luck.
Lights go on in router.Power ,Ethernet wireless dsl intermittent flashing from wireless and dsl.
What am i doing wrong?

Do you use DHCP from the router to assign the PCs IP address or is the network adapter set with a fixed IP address?

Also what colour are the lights??
Like tinytim said, what IP address do you get from the 7800N, have you tried to connect to the EWAN port (EWAN port can be used as a fifth ethernet port when using ADSL mode)

Lights are green power. orange Ethernet, (green wireless,green dsl.)Flashing. Router keeps resetting
Did CMD admin ipconfig =ipv4 192.168.1.4 default gateway 192.168.1.254.
checked ipv4 properties always on.
I am an amateur as you can gather
Have been able intermittently to inter setup only to be brought back to cannot connect to no access to network
was able to check that ADSL was on, name and password intered, check protacol PPPoE, VPI 8, VCI 35 connection type always on and when i try to save back to
cannot connect to no access and then trying 192.168.1.254 no access at all no setup page.
Tried to connect via wireless no joy.
learning to do Windows 7 - Configure TCP/IP Automatically using DHCP via You Tube tutorial.

ipconfig/all
DHCP Enabled yes
Auto config yes

Got it connected this morning all FIVE LIGHTS, power Ethernet, wireless, DSL, Internet, stable both INTERNET and wireless saved connection, only for the router to drop the flash save and go back to restarting continuously.
I saved the connection and also saved wireless in Win to USB. To no avail.
