Limit Client Bandwidth?

My missus simply cannot get her hear round the concept of resizing pics for web use. So she's often uploading several large images to her work's web site. This saturates the connection (we only have around 700k up) & severely limits everyone else.
Any way to limit the available bandwidth to her laptop?
