QoS prioritization

Can anyone tell me how "all" should be entered for Source/Destination IP Address Range on this page?
0.0.0.0 ~ 0.0.0.0
or
0.0.0.0 ~ 255.255.255.255

0.0.0.0 ~ 0.0.0.0 as it states a IP address range and not Subnet Mask.

Ok, although it would appear then that the second number does represent the network mask.
Edit: According to the screenshot here 0.0.0.0 means "any":
http://www.users.on.net/~garfin/billion/post5.52d.doc . This is not noted on my settings page. I wish Billion would clarify this in the manual.
