How to force a static ip address to connecting PC's?

I am trying to force the pc's that connect into my network to be assigned the specific static IP addresses that I have put into the ARP table for their MAC ids.
I have switched off the DHCP server. But connecting pc's still seem to be getting ip addresses from the old dhcp pool.
Is it possible to force a static ip address onto a connecting pc?
Any hints or tips appreciated...

Enable the DHCP, if needed limit the range eg 192.168.1.100 ~ 192.168.1.110 then use the fixed host option to assign the device a static IP outisde the DHCP range, using the MAC address

Ahhhhh, I see. Brilliant. Many thanks. But why isn't this in the manual?
I put all of my MAC id's and the non-dhcp range ip addresses into the page at:
Advanced ===> Configuration ===> Advanced ===> Static ARP.....
Wonder what's that's for then!

Static ARP – you are manually directing IP traffic to a MAC address
