Setting up "WAN to Lan" QoS

Hi,
Just got a 8800NL to replace a draytek 2800 on an ADSL line. Using the latest 2.32e firmware.
I had the draytek configured so that *at times of congestion only* a certain IP on my LAN could only use 1% of the download sync speed. (i.e. that one IP could only use 1% of 8Mbps). This ensured i could leave that machine downloading torrents etc and it would never impact other devices on the network. If the WAN wasnt congested, it could use upto 100% of the download speed.
There doesnt seem to be a way to do this on the 8800NL -
1) selecting "WAN to LAN" automatically disables the prioritization option
2) selecting "WAN to LAN" and rate type "Limited Maximum" restricts the bandwidth of the IP at all times (not just at times of congestion).
3) selecting "WAN to LAN" and "Set DSCP Marking" does nothing (i expect it just tags the TOS fields with the DSCP value in the outgoing packets which obv. BT are just going to ignore).
So any ideas how i setup the "WAN to LAN" function so a particular IP on the LAN can only use a percentage of the total *downstream* bandwidth and only at times of congestion? (i.e. that IP is free to use all available downstream bandwidth if no other device/IP wants to use it).
Seems like a fairly typical use of QoS that it should be able to support.
