Best way to fix a QoS problem

I have a slow ADSL line (3000 sync, 2.3 mbit down, 0.5 up), and no QoS rules set.

If someone is placing a load on the line (youtube, download etc), all other users will get "no internet" showing in the browsers. I always assumed that in the absence of any QoS rules, the router would share evenly...

So, what's the best way to set QoS to ensure that my meagre WAN is shared evenly amongst the LAN users.

Don't know if it's too soon to declare victory... but that seems to have fixed it, thank you. The spare 10% is enough to allow another user to make a request, and for the router to then get going with the request and share the bandwidth properly.
