Qos setup

Hiya we have the billion 7800n router in my house connected to xilo pro 16mb broadband. Connects at 12286 down and 1317 up speeds are ok.
Heres my problem. I like to use my ps3 for online gaming with battlefield 1943 etc. But we also have 2 laptops in the house which my parents use they connect using the wifi part of router. My ps3 is connected by ethernet cable cat 5e. Sometimes the laptops cause the games on my ps3 to lag slightly which is murder for first person shooters.

What I wish to achieve is to have each device use an equal third of the internet bandwidth like 12 / 3 = 4. So say 4mb for each device. soo How do i set up the qos on the router to achieve this? i dont want any of the laptops sometimes hogging the whole connection to stream a daft tv program or something which my parents are guilty of constantly watching lol.

Ive had a look at the qos section and to be honest I know a fair bit about networking and such but the qos page on my router is really difficult to understand.
Any guide would be awesome even if you can just point me to a particular post or page id be grateful. thanks!

Please see the attached screen shots.

This rule should give your PS3 high priority.

Make sure you set a static IP to your PS3 outside the default DHCP range as shown in the screen shot (IP address used 192.168.1.200 which is outside the DHCP range, default range 192.168.1.100 ~ 192.168.1.199)
