Just unlucky?

I had hoped to set up my 7800N today. It didn't go according to plan.
I connected everything (line, ethernet to PC and power) and powered up the router. The first worrying sign was that the DSL led didn't light at all. The line was good before and after (see below) but no sign of sync or even an attempt to sync.
I checked the settings in Control panel but, not surprisingly, they were already set correctly. As the manual says (page 23), I opened up my browser expecting to see the EZSO WEB GUI as it says. It didn't.
So having been advised by the vendor to contact Billion support, of the browser issue I was told that the browser might not be set up correctly (?).
I was told to reset the router and wait at least two minutes. Again, no DSL led. (Support said it should come on intermittently even with no line connected, so I tried that - still nothing.
So the router was declared a failure and has to be sent back. A very poor start and one that not only dents my confidence in the brand but confidence in the factory's quality control.
Notwithstanding, can someone suggest why I didn't get the EZSO WEB GUI?
Disappointing. Thankfully when I reconnected my elderly Linksys that the 7800N was supposed to replace, it synced immediately and I was back on online.
