Public IP Range with in scope Router address

Hi,
I have a 7800n router connecting to a BT Business broadband line with a Public IP range and the router address within the range.
For Example:- These are made up addresses
Useable Range 81.137.65.241 - 81.137.65.245
Network Address 81.137.65.240
Router Address: 81.137.65.246
Subnet Mask: 255.255.255.248
I need to utilise these Public IP addresses on a 7800n so I can provide public services and needed to know how I can do this as the router get a different IP from the ADSL port / WAN which appears to be dynamic.
I've seen other people using the configuration tab to enter in a public IP address based upon port forwarding but this doesn't appear to work on my setup. If I use the current IP address assigned to the ADSL port / WAN I can get to my services but I need to use the static range I have and not a dynamic one.
I'd appreciate some direction on this.
