Any difference
Would there be a difference in download speed between using a third party modem/router like billion 7800N as the only modem/router (doing away completely with sky router) AND using it downstream of sky router (by connecting it to sky router)?

I would have said there's little point using a 7800N and having it as secondary to the crappy Sky router.
The wireless coverage is better with the Billion, you've far more flexibility and you can tweak the Downstream SNRM to get that bit more speed if your line is good enough.

Will using the billion as a second router make tweaking impossible or difficulty?

I'd forget about using the Sky router at all... Why are you even considering that kind of setup?...

Well I was thinking of Sky MER problems and not going against the term and conditions of my contract with Sky and well being a good guy.

I wouldn't worry too much about Sky's T&Cs as there are large numbers of users using their own routers and the Billion works just fine with Sky's MER.
