VPN (L2TP) traffic on 8900AX-1600 R2

VPN (L2TP) traffic on 8900AX-1600 R2
My Windows 10 PC is hosting a Softether Server service based on L2TP over IPSec. I have forwarded the recommended ports in VPN Servers section ie 1701/UDP, 500/UDP and 4500/UDP to my PC. However when I try to access the server via and external (internet) iphone link then Softether fails to correctly negotiate the client login and the login eventually fails. It is as if another port is being blocked at the router. (Local logins to the server work OK). If I substitute the 8900AX 1600 R2 with a Billion 7800N router using same port forwarding then Softether works OK. I have checked the 8900 firmware : it has the latest version installed. Has anyone managed to do this successfully?

1. Login to the router
2. Click on 'Configuration >> NAT >> ALG'
3. Disable the 'IPsec' option
4. Test again
