URL Blocking https

Is it possible to block access to specific sites via URL if https is being used?

Ditto for specific ip address?

The only option is setting up a free account with open DNS, and then adding your open DNS credentials in the 'Parental Control Provider' option on the 8800NL, then setup some rules with open DNS to block any unwanted web sites
