I have 5mbps download speed ( adsl rural)
I am connected via Ethernet to my device and running plex with movies on a remote server.
Are their any settings on the billion that can improve streaming quality/speed?

You can adjust the SNR to help achieve a better downstream rate.

Adjusting the SNR won't effect the upstream, which is main thing when streaming from your plex server, (as your internet connection has to upload the video from your server to you on a remote connection)

You can try for target SNR of 3db, and see if the line is stable on that SNR. (if its not revert back to previous value entered)

I wouldn't suggest going below 3db for the downstream SNR.
