0a was not set up by me but 'appeared' in factory settings setup. I understood this was for ADSL? Do I remove it?
If using UPNP, and not selecting 'Manually Specify public port' you don't need to port forward - which is why I queried your UPNP port forward in your screenshot? Why did you do it?
If using 'Manually specify public port' then you manually specify the external port you set within the plex server, and internal port will be 32400. - I do not see that setting? Where is it?
Then you can run a port test, like my test the port was showing open, but the plex server seems to think the port is closed.
The only time I got a consistent RA showing on the plex server, was when using UPNP.
I would advise always checking the port, on canyouseeme just to be sure - as per post on Feb8th, port showing closed in canuseeme

The screen shot with the UPNP rule, is done automatically by the router, so you know the port is open via UPNP for the correct WAN interface
When add a virtual server rule the section where you enter the ports, you will see internal and external ports. (internal will always be 32400)
I think if you get the UPNP rule using the correct interface, you should be ok, you can check the port with canyouseeme after that

PPPoA WAN connection removed. No port forwarding at all. Still the same, still canuseemee does not see 32400. Where now?

Is port showing up as a UPNP rule with the virtual server??? If not try restarting your plex server
I think we might need remote access to one device running your plex server so I can investigate. (teamviewer if possible, PM me your ID and PW)
