internet connection

How to unlock a given internet connection's true speed so I can play games? I'm on a free university internet connection now, but I feel it is slow beyond anything. I want to set up this connection right, which at the moment can't run full youtube videos in 10 minutes or more. What are the proper configuration step(s) to run the connection at an optimum speed?

Run a speed test at http://www.speedtest.net and if you are a member of the University then check with their IT department to see what you should be getting and if yours is substantially lower, discuss it with them.
