How do you setup QoS?

The QoS set up doesn't seem very straightforward, saying that I need to add a rule. It's a bit complicated and I'm not quite sure how to set it up. I want my PC to get more bandwidth allocated to it as I always have people downloading things in my house and it slows down my internet lot.
